Frequently Asked Questions

Who makes up a COAD?
Individuals and organizations who are active in times of disaster serving the victims of disasters and the community organizations which are primarily service organizations.

Is there a professional staff for the COAD?
There are many individuals, members of the COAD who are professionals in their fields of disaster response but the staff of the COAD is entirely volunteer. There may be occasions when "contracted staff" maybe be recruited if there is need for a full-time employee but that would be for only a short time period as the COAD does not have unlimited resources.

How is the KC Metro COAD supported financially?
The COAD receives operating expenses from the charitable organizations in the time of disasters such as the United Methodist Committee on Relief; Church World Service; Presbyterian Disaster relief and other such agencies.

How may I or my organization/agency join?
You or your organization are welcome to join the COAD by attending any regular meeting or in the event of disaster come to the meeting convened at the time of a disaster. The COAD meets on an every other month basis or when a special meeting is called by one of the leaders. (See Home page for month, day, time and place.).

How does the KC Metro COAD Function?
In the event of a disaster the COAD has a set of protocols which are followed in the event of a disaster. The emergency management director of the State, County or municipalities may also request that the COAD go into action. Following that first meeting a strategy of action is outlined and members and member agencies communicate and report their actions both electronically and at followup meetings.

Does the COAD serve/function beyond the local setting?
Yes, the COAD participates and supports the STATE VOAD (Voluntary Organizations Active in Disaster); the State Emergency Management Agency and many members and agencies will and have assisted in disasters away for the metro area. In addition, if victims of disasters are re-located within the Metro, the COAD will assist as well.

Does the COAD offer financial aid to victims?
Yes, through the member agencies resources and support are offered and the COAD has a limited amount of funds to assist beyond what agencies are able to serve. These funds are available mainly from Faith/Based organizations and are disbursed through the Unmet Needs Committee of the COAD.
